Town Creation basics

Town creation-
Towns cost $250 and nations cost $50.
Towns cost $25 daily to upkeep and nations cost $5 daily to upkeep.

To create a town you type /town new [town name]
This will create a town in the area you are standing in with you as the mayor. The area of the town will be 25 x 25 blocks. The place where you created the town is the spawn point of the town, and you can get there by typing /town spawn
That area where you created the town is also the home block. To change the home block of the town you can type /town set home block
You can also type /town set spawn
To change the spawn point of the town. To claim more for your town, you can type /town claim
This will claim a 25 x 25 area in the wilderness as a town block for your town.
You can only claim a certain amount of extra town blocks. For you to get more town blocks, you must; a) invite more residents into your town; or b) buy more town blocks.
You can buy town blocks with /town buy
You can invite residents into your town by typing in /town add [resident name]
You can also toggle the option for your town to be open, which means that residents can join your town without invitation with
/town toggle open
You can deposit money into the town bank with /town deposit [amount]
You can withdraw money from the town bank with /town withdraw [amount]
To create a town plot, you type /plot forsale [amount]
This will auction the town block for sale and a resident can buy the town block. When they buy the town block, they are able to place/break every block.

Q: Can I block mobs/PvP/fire/TNT in my town?
A: No, unfortunately, you cannot. But don't worry, fellow town/nation members and allies cannot harm you, and outsiders cannot light fires or place TNT in your town unless a part of it is unclaimed or taken over during war. And if you keep dying by mobs, stay inside during the night!
Q: I'm building a high-rise apartment building in my city. Is there any way that a player can only own land at a certain height?
A: Yes, however it is a little more complicated. You can set-up a plot so that multiple people can buy it, and have access to the floor in which they are buying, however there is no way to limit that player from having permissions just in that floor, meaning, that player has access to the rest of the plot as well. But, you can setup laws in your city prohibiting that, and warn all of the residents of high-rise apartments not to store valuables in their chests, but in personal enderchests. But, if you want to know how to do it, here is a tutorial;
1. You must pick a player to be the landlord of the plot. This can be you, or a trustworthy player.
2. That landlord must allow all of the residents of that plot access to it. This can be done by typing /resident friend add [name] remember that unless you carefully follow the instructions to Step 3, that player will have access to ALL your plots, not just this one
3. The landlord should then protect all of his/her other plots by typing /resident set perm off This will protect all of the landlord's other plots from the people he 'friends'.
4. The landlord needs to then stand inside of the plot that you want to be the high-rise apartment, and type /plot set perm friend on this will grant the people he 'friends' access to this plot.
5. Unfortunately, like said before, that player will have access to the entire plot, but you combat that by making laws against robbery in your city and only offering floors to trustworthy players. You can also warn residents to store valuables in personal enderchests.
6. Congratulations! You have now made a high-rise apartment. To add more players to the apartment, do /resident friend add [name] again to the other players you want to add. If the players you added still don't have permission to the plot, make sure you have typed all of the commands right and his/her name correctly. If it still does not work, tell the landlord to type /plot set perm friend on in the plot again.
Q: Help! A player just broke a law in my city! Can you guys ban him/her!
A: No, we cannot and we will not. Laws are just made within the city/nation you own, and if that player chooses to break them, it is your job to punish him/her. Other players and/or nation members can help you catch the guy, but we as staff will not abuse our powers to ban someone if they did not break a server rule.
Q: Do staff have access to creative and can they cheat to make their town?
A: All mods only have access to ban, kick, or mute a player. They cannot go into creative mode or fly. The owner(s) of the server, do have administrator access but they do not use them for their advantage. The only time a staff member ever uses his/her staff power is to punish a player, or to fix or make something server-related, which will benefit the entire server not just him/her or his/her town/nation. Example: Building spawn in creative mode and making new mini game maps in creative mode. The owner(s) play the server just like any other player, in survival with no cheats or kits. The owner(s) also police each other, whenever one of them abuses their power. In the past so far, there have been two incidents where an admin/owner abused his/her power, and those players are no longer staff nor allowed on Civilization Wars anymore.
Q: Can I attack someone even if I do not have a nation?
A: Yes, but you cannot attack using war flags. You may use TNT cannons, guerrilla warfare, assassinations, etc. as warfare but only nations can attack/be attacked by other nations. However, if a town member purposely does not create a nation or leaves a nation in an attempt to avoid being attacked, that town will be forced to join a nation or the mayor will be banned. All towns with an active member, from the time of their creation, have 48 hours to join a nation, or else they will be deleted.

How to make a nation
Use /nation new [name]
to create nation.
Use /nation deposit [$]

How to go to War USING TOWNY WAR
Note: Nations can pay a $5000 daily fee to remain neutral
Use /nation enemy add [nation name]
to enemy a nation, and declare war.
Attacking:
If your nation has declared another nation as enemy, you can place fence posts on the edges of towns to attack. Defend it for two minutes to conquer that land for your own town. Don't let the nation you are attacking destroy the flag, or else the attack will fail.
War Flag cost: $150
Failed Attack cost (paid to the defender): $1000
Defending:
In the location an enemy is attacking your town, there will be a
10 by 10 wool/glowstone cube, to notify you where the
attack is. To prevent an attack, you must destroy the fence post.
You have two minutes to locate and destroy the fence post. If you fail, the enemy is 25 blocks closer to claiming your city!
